Although individual opinion is the building block of collective opinion as a social force, in itself it cannot create a social force. Although, people agree on some core issues, they cannot bring change at the individual level. In fact, collective opinion is not in itself the implementing force but rather an influence on that is decided. This can be done only if and when people join forces in a network thus creating a collective force.
